The Governor said the government had directed that steps be taken to address the humanitarian fall outs of the operations. He stated that as the security operations was winding down the Kaduna State government was persuaded that a factual and authoritative account of the events be painstakingly assembled and as such a Judicial Commission of Inquiry would be established to examine the remote and immediate causes of the Zaria incident in an open way to enable all allegations and claims to be judicially tested.

He said the conclusions of the inquiry would be promptly acted on and any recommendations needing the action of the Federal Government would be forwarded to the President of the country. He said every one was entitled to their rights equally and assured that the government would uphold the constitution and had an unwavering commitment to ensuring this.
